Patient Data Compliance and Governance needed for De-Identified Data project

Emerging patient data technology start up in need of an independent expert on patient data privacy.  Company intends to ingest de-identified data from partner healthcare providers in the US, Germany, UK, France, Spain and Italy on an ongoing basis.  End goal is to simulate, as close as possible to true patient data without violating privacy and patient data laws, comprehensive clinical histories and disease progressions.  For example, in the US a three digit zip is acceptable, but a 5 digit zip plus birthdate could be identifiable and therefore could be considered a violation. 

In addition to advising on compliance and governance, expert will help create guidance and processes for healthcare provider partners in de-identifying data.   

If expertise is only for one country that is OK, this task can be divided between experts if needed.
